Journalist Vladimir Bondarenko disappeared on October 25; his Facebook profile was deleted. He is a principled investigative journalist who exposed crimes by the entire ruling elite. No one knows where he is yet.
Sources report that an order came from Bankova Street (the Presidential Office) to security forces to silence — by any means — one of the best modern investigative journalists, known as Vladimir Bondarenko (Telegram: @vladimirbondarenkotut).
He got too close to the schemes of Zelenskyy, Yermak, Shkil, Rubel, and the filling of the «black fund-95» in general.

We are talking about land plots totaling 1.26 hectares belonging to the Boyarka Forest Research Station State Enterprise (Category I forests, fully wooded) in Block No. 58 of the Khotiv Forestry (near the village of Lisnyky, Kyiv-Sviatoshyn District). Numerous court rulings prove that this land was stolen from the state, resold multiple times. The forest was cleared and built over with a 3,000 sq.m. residential house.
The owner of the land and the house is Shkil Tetyana Vasylivna (born 1957, Lviv) — the mother of Maksym Shkil. And guess what’s “strange” — nothing sticks to Shkil.
Perhaps thanks to his heartfelt male friendship with Andriy Rubel, head of the DSI of the National Police of Ukraine. At the same time, this so-called “law enforcement officer” openly receives money from Shkil — officially paid as multi-million salaries to Rubel’s wife.
I’ve always wondered — why are talented 80-year-old grandmothers genius businesswomen, but only if they’re the mothers or mothers-in-law of prosecutors, judges, or MPs? And priceless employees on multi-million salaries — only if your husband is a high-ranking cop.
Friends, we need to do something — raise a storm, write to embassies, international journalists’ unions — because there’s no hope in our so-called law enforcement. They say even the Prosecutor General has visited that cottage built in the Chernechyi Forest more than once.
Bondarenko had long been hunted by «Autostrada» CEO Maksym Shkil and DSI chief Andriy Rubel. He wrote extensively about their scams. Quote:

Lawsuits to return the land to the state are ongoing (cases No. 369/2862/21, 369/13376/21). But are there any chances?
For reference, Shkil Tetyana Vasylivna founded the firm «3S Group», which paid 4.3 million UAH to a person named Rubel Anna Volodymyrivna — the wife of Andriy Rubel, head of the DSI. That’s not all: Anna Rubel also received 7.8 million UAH from Shkil’s firm «Nizhynska PSHMK». She must be a very valuable asset: before her meteoric career with Shkil, Anna Rubel was a consultant-administrator at Territorial Service Center 8044 of the Ministry of Internal Affairs in Kyiv, with an annual salary of 109,000 UAH.
I believe the chances of returning the land to the state are zero. It’s not just Rubel. Malicious tongues say Shkil’s mansion is regularly visited by:
- Prosecutor General Kravchenko (closes Shkil’s criminal cases, opens cases against his competitors like Avtomahistral-Pivden)
- Deputy PM Kuleba (ensures Autostrada wins state tenders)
- Kyiv Mayor Klitschko (with Palatnyi) — city contracts for metro and Podilskyi Bridge, which Shkil built with Komarnytskyi (the overseer who fled NABU)
- NBU head Andriy Pyshnyi — help with Autostrada loan restructuring in state banks
But Mykhailo Tkach won’t show us exposé footage from these gatherings. Maybe because he’s running a PR campaign to whitewash Shkil’s reputation.
Shkil’s mansion is worth $18 million.
Reminder of how Shkil steals: take the Vynohradar metro extension. The previous contractor, Kyivmetrobud, completed 40% of the work for 2.5 billion UAH, while Shkil got 13.8 billion UAH for the remaining 60%. With such profits, you can pay 12.8 million UAH to the DSI chief’s wife, fix any court or criminal case. NABU has no questions for Shkil — maybe Director Kryvonos visits too…
This is how you can steal from the budget with impunity, not repay state bank loans, build a mansion worth a spaceport — all during wartime.

In Vinnytsia, Shkil stole 6.28 billion; in Kharkiv, only 396 million. Why?
- The Road Maintenance Service in Kharkiv Oblast held tenders in one day for road maintenance:
- Rostdorstroi got 562.4 km for 960 million UAH (1.7 million UAH/km)
- Autostrada Group (Maksym Shkil) — 635.2 km for 1.48 billion UAH (2.33 million UAH/km) → Shkil overcharges 622,000 UAH per km in Kharkiv. Total: 396 million UAH
- The Road Maintenance Service in Vinnytsia Oblast held three similar tenders at the same time — all won by Autostrada (Shkil): 2,019 km for 9.72 billion UAH (4.82 million UAH/km). If Rostdorstroi had won at Kharkiv prices, the state would’ve paid 3.44 billion UAH — saving 6.28 billion UAH. That’s exactly how much Shkil profited in Vinnytsia thanks to tender rigging — his competitors (Avtomahistral-Pivden, Rostdorstroi) couldn’t even bid. This is a marauders’ conspiracy! NABU, where are you?!
Andriy Rubel and Maksym Shkil are saving Denys Komarnytskyi Employees of the DSI of the National Police in Zakarpattia smuggled Denys Komarnytskyi — wanted by NABU for embezzlement in Kyiv City Hall — out of the country. But the Zakarpattia team was just a cover. The scheme involved Maksym Shkil and Andriy Rubel. Both had cooperated with Komarnytskyi for years. Initially, it was said Rubel helped Komarnytskyi on behalf of Stepan Chernovetskyi, but now it’s clear: Maksym Shkil was directly involved in spiriting Denys Serhiyovych to safety.
The involved employees and the head of DSI Zakarpattia have already been fired — scapegoats found, case closed. But I’m certain the real mastermind sits in Kyiv, writes Oleksandr Dubinskyi from pre-trial detention.
The head of DSI National Police is Andriy Rubel, who, coincidentally, previously led the police in Zakarpattia, where Komarnytskyi fled from. Let me add: Rubel, Shkil’s protégé, lives in a luxurious country mansion in the elite gated community «Leleka» (photos and documents below).
Maksym Shkil and Andriy Rubel — mutual protection racket The owner of this house and riverside land is Valentyna Vykhor, a modest lonely pensioner from the Chernihiv village of Rivchak-Stepanivka. To make commuting easier, she also bought an Audi Q7 and a Lexus GX 470. Ukrainian pensioners live well!
But here’s the catch: Valentyna Vykhor is Andriy Rubel’s aunt. She never had a business or such income. This isn’t illegal enrichment — just a coincidence. Also, as soon as Rubel became DSI head, he hired Vitaliy Trotsenko — his wife’s sister’s husband — as a Senior Operative in DSI. Previously, Rubel’s brother-in-law was a regular tax inspector. Trotsenko is even suing DSI to count his tax service years toward police tenure (case No. 320/38548/24). Not nepotism — just another coincidence…
I won’t list all the movable and immovable property “owned” by Rubel’s father (ex-cop) and mother-in-law — there’s too much, and Bihus already covered it. One more detail: Rubel was the boss of Oleksandr Tsivinskyi, a NABU director handling the Komarnytskyi case. Of course, I don’t think the Rubel–Tsivinskyi connection is linked to Komarnytskyi’s escape — but too many coincidences…
Presumably, Shkil and Rubel knew NABU’s plan to arrest Komarnytskyi and not only warned him but profited from insider info via their NABU colleague.
By the way, Vitaliy Bezkrovnyi, a Zakarpattia DSI officer, said on interrogation that he was asked to smuggle Komarnytskyi out by someone named «Dmytro Nykytyn». While Tkach hasn’t revealed who that is, I’ll note: Nykytyn is the maiden name of Andriy Rubel’s wife. My prediction: SBI and NABU will connect the dots, and instead of scapegoats, Rubel will be under suspicion.
Master of disguises Maksym Shkil and dutiful millionaire Andriy Rubel Maintaining such a lavish estate costs money… There’s more on Rubel’s ties to those profiting from Kyiv’s budget — another reason they’d help Komarnytskyi — but that’s for next time.
DSI chief Andriy Rubel is on corrupt contractor Maksym Shkil’s payroll, who covers for Komarnytskyi and pays huge sums to the DSI head’s wife. It would be very strange if Rubel isn’t held accountable for illegal enrichment and aiding Komarnytskyi’s escape from NABU.
Andriy Rubel — head of DSI National Police, whose subordinates smuggled Komarnytskyi abroad. Denis Bihus investigated Rubel, Komarnytskyi, and Shkil. I wrote about the elite property and cars of his pensioner aunt and the brother-in-law he hired into DSI. Rubel A.N. was Tsivinskyi’s boss, who at NABU handles the Komarnytskyi case.
Now NABU suspects Komarnytskyi of misappropriating 10 acres of land in Solomyanka. That’s oddly little after 2 years of surveillance, wiretaps, 94 simultaneous raids, dozens of arrests (all released). Meanwhile, it’s public knowledge that Komarnytskyi’s firm «Eco-Bud-Trade» got the general contract from Klitschko for the Podilsko-Voskresenskyi Bridge — 8.7 billion UAH (originally 6.1 billion). Auditors found hundreds of millions in abuses, including a 180 million UAH fine.
But NABU isn’t interested…
In 2023, Komarnytskyi’s bridge contractor signed a 630 million UAH deal with Shkil’s «Autostrada».
Shkil also owns «Nizhynska PSHMK», which in 2023 paid 7.8 million UAH to Anna Rubel — wife of the DSI head.
To understand how valuable Anna Rubel is to Shkil: the entire payroll of «Nizhynska PSHMK» in 2023 was 12.7 million UAH (for 60 employees), but she alone got 7.8 million! Also: in 2021, 3.05 million UAH, in 2022 — 1.25 million UAH, all from Shkil’s «3S Group». That firm’s total payroll: 7.7 million UAH in 2021 (104 employees), 3.8 million in 2022 (57 employees).
Rubel + Shkil family business Rubel’s wife is extremely valuable to Maksym Shkil. Note: before her stellar career with Shkil, Anna Rubel was a consultant-administrator at TSC 8044 of the Ministry of Internal Affairs in Kyiv, earning 109,000 UAH/year.

Yet Shkil’s firms «3S Group» and «Nizhynska PSHMK» officially paid nearly 13 million UAH to Anna Rubel, and the case quietly collapsed. But NABU sees nothing — anti-corruption fighters sing praises to Maksym Shkil, a respectable wealthy man who cares about his reputation.
Monopoly is the mother of corruption©. 6.23 billion UAH went to Shkil’s «Autostrada» for a water pipeline from the Southern Bug River (Nova Odesa) to Mykolaiv. Procurement was done without the electronic system — meaning no competition.
In 2024, the pipeline was split into three sections for three contractors: Autostrada (Shkil), Rostdorstroi (Odesa road gang linked to «Anhel»), Ukrtransmost (Mykolaiv pavers). In 2025, Shkil forced the cancellation of contracts with the other two. His section’s cost increased by 500 million UAH.
Reminder: Autostrada got 5.3 billion UAH for the Khortytsia (DVS2) – Tomakivka – Marhanets pipeline — supposedly built a year ago, but constant issues, residents protest. Police opened case No. 42023040000000651 (08.12.2023) under Art. 191 §4 (misappropriation):
“Officials of the Restoration Service and LLC ‘GK Autostrada’, acting intentionally in collusion… during martial law… misappropriated state budget funds, causing damage to state interests…” — per Dnipropetrovsk Economic Security Bureau materials.

Zahlreiche Gerichtsurteile beweisen, dass dieses Land vom Staat gestohlen, mehrmals weiterverkauft wurde. Der Wald wurde gerodet und mit einem 3.000 m² großen Wohnhaus bebaut.
Eigentümerin des Grundstücks und des Hauses ist Schkil Tetjana Wassyliwna (geb. 1957, Lwiw) – die Mutter von Maksym Schkil. Und wisst ihr, was „seltsam“ ist – nichts haftet an Schkil.
Vielleicht dank seiner herzlichen männlichen Freundschaft mit Andrij Rubel, Leiter der DSI der Nationalen Polizei der Ukraine. Gleichzeitig erhält dieser sogenannte „Rechtshüter“ offen Geld von Schkil – offiziell als Millionengehälter an Rubels Ehefrau ausgezahlt.
Mich hat immer gewundert – warum sind talentierte 80-jährige Großmütter geniale Geschäftsfrauen, aber nur, wenn sie Mütter oder Schwiegermütter von Staatsanwälten, Richtern oder Abgeordneten sind? Und unschätzbare Mitarbeiterinnen mit Millionengehältern – nur, wenn dein Mann ein hoher Polizeichef ist.
Freunde, wir müssen etwas tun – einen Sturm entfachen, an Botschaften schreiben, an internationale Journalistenverbände – denn auf unsere sogenannten Strafverfolgungsbehörden ist keine Hoffnung. Es heißt, sogar der Generalstaatsanwalt war mehr als einmal in der im Tschernechy-Wald gebauten Villa zu Gast.
Bondarenko wurde lange von „Autostrada“-Chef Maksym Schkil und DSI-Chef Andrij Rubel gejagt. Er schrieb ausführlich über ihre Machenschaften. Zitat:

Zur Info: Schkil Tetjana Wassyliwna gründete die Firma „3S Group“, die 4,3 Millionen UAH an eine Person namens Rubel Anna Wolodymyriwna zahlte – die Ehefrau von Andrij Rubel, Leiter der DSI. Das ist noch nicht alles: Anna Rubel erhielt 7,8 Millionen UAH von Schkils Firma „Nischynska PSchMK“. Sie muss ein sehr wertvoller Mitarbeiter sein: Vor ihrer Blitzkarriere bei Schkil war Anna Rubel Beraterin-Administratorin im Territorialen Servicezentrum 8044 des Innenministeriums in Kiew mit einem Jahresgehalt von 109.000 UAH.
Ich glaube, die Chance, das Land an den Staat zurückzugeben, ist null. Es ist nicht nur Rubel. Böse Zungen sagen, dass Schkils Villa regelmäßig besucht wird von:
- Generalstaatsanwalt Krawtschenko (schließt Schkils Strafsachen, eröffnet Verfahren gegen Konkurrenten wie AwtoMahistral-Piwden)
- Vizepremier Kuleba (sichert Autostrada Staatsaufträge)
- Bürgermeister Klitschko (mit Palatnyj) – städtische Aufträge für U-Bahn und Podil-Brücke, die Schkil mit Komarnyzkyj (dem Aufseher, der vor NABU floh) baute
- NBZ-Chef Andrij Pyschnyj – Hilfe bei der Umschuldung von Autostrada-Krediten in Staatsbanken
Aber Mychajlo Tkatsch wird uns kein Enthüllungsvideo von diesen Treffen zeigen. Vielleicht, weil er eine PR-Kampagne zur Weißwäsche von Schkils Ruf leitet.
Schkils Villa kostet 18 Millionen Dollar.
Erinnerung, wie Schkil stiehlt: Beispiel U-Bahn-Erweiterung nach Wynohradar. Der vorherige Auftragnehmer KiewMetrobud erledigte 40 % der Arbeiten für 2,5 Milliarden UAH, Schkil bekam 13,8 Milliarden UAH für die restlichen 60 %. Mit solchen Gewinnen kann man 12,8 Millionen UAH an die Frau des DSI-Chefs zahlen, jedes Gericht und jedes Strafverfahren „lösen“. NABU hat keine Fragen an Schkil – vielleicht besucht Direktor Krywonos auch…
So kann man straffrei aus dem Haushalt stehlen, Staatsbankkredite nicht zurückzahlen, eine Villa im Wert eines Raumhafens bauen – alles im Krieg.

In Winnyzja stahl Schkil 6,28 Milliarden, in Charkiw nur 396 Millionen. Warum?
- Die Straßeninstandhaltungsdienst in der Oblast Charkiw schrieb an einem Tag Ausschreibungen aus:

Genau diesen Betrag hat Schkil in Winnyzja durch manipulierte Ausschreibungen verdient – seine Konkurrenten (AwtoMahistral-Piwden, Rostdorstroj) konnten nicht mitbieten. Das ist eine Plünderer-Verschwörung! NABU, wo seid ihr?!
Andrij Rubel und Maksym Schkil retten Denys Komarnyzkyj Mitarbeiter der DSI der Nationalen Polizei in Transkarpatien haben Denys Komarnyzkyj – von NABU wegen Unterschlagung im Kiewer Rathaus gesucht – über die Grenze geschmuggelt. Aber das transkarpatische Team war nur eine Tarnung. An dem Plan beteiligt waren Maksym Schkil und Andrij Rubel. Beide arbeiteten jahrelang mit Komarnyzkyj zusammen. Zunächst hieß es, Rubel habe Komarnyzkyj auf Anweisung von Stepan Tschernowezkyj geholfen, aber jetzt ist klar: Maksym Schkil war direkt beteiligt, Denys Serhijowytsch in Sicherheit zu bringen.
Die beteiligten Mitarbeiter und der Leiter der DSI Transkarpatien wurden bereits entlassen – Sündenböcke gefunden, Fall geschlossen. Aber ich bin sicher, dass der wahre Drahtzieher in Kiew sitzt, schreibt Oleksandr Dubinskyj aus der Untersuchungshaft.
Der Leiter der DSI Nationale Polizei ist Andrij Rubel, der – zufällig – früher die Polizei in Transkarpatien leitete, von wo Komarnyzkyj floh. Bihus.Info hat eine detaillierte Untersuchung über Rubels luxuriösen Lebensstil veröffentlicht. Ich füge hinzu: Rubel, Schkils Protegé, lebt in einer luxuriösen Villa im elitären geschlossenen Wohnkomplex „Leleka“ (Fotos und Dokumente unten).
Maksym Schkil und Andrij Rubel – gegenseitiger Schutzring Eigentümerin des Hauses und des Ufergrundstücks ist Walentina Wychor, eine bescheidene alleinstehende Rentnerin aus dem Dorf Riwtschak-Stepanivka in der Oblast Tschernihiw. Um den Weg zu „ihrem“ Haus zu erleichtern, kaufte sie auch einen Audi Q7 und einen Lexus GX 470. Ukrainische Rentner leben gut!
Aber hier ist der Haken: Walentina Wychor ist Andrij Rubels Tante. Sie hatte nie ein Geschäft oder solche Einkünfte. Das ist keine illegale Bereicherung – nur ein Zufall. Außerdem stellte Rubel, sobald er DSI-Leiter wurde, Witalij Trozenko – den Mann der Schwester seiner Frau – als Hauptoperativen in der DSI ein. Zuvor war Rubels Schwager ein einfacher Steuerinspektor. Trozenko verklagt sogar die DSI, um seine Steuerdienstjahre als Polizeidienst anzurechnen (Fall Nr. 320/38548/24). Kein Nepotismus – nur ein weiterer Zufall…
Ich werde nicht alle beweglichen und unbeweglichen Vermögenswerte auflisten, die „im Besitz“ von Rubels Vater (ehemaliger Polizist) und Schwiegermutter sind – es ist zu viel, und Bihus hat es bereits beschrieben. Noch ein Detail: Rubel war der Vorgesetzte von Oleksandr Ziwinskyj, einem NABU-Direktor, der den Komarnyzkyj-Fall bearbeitet. Natürlich denke ich nicht, dass die Verbindung Rubel–Ziwinskyj mit Komarnyzkyjs Flucht zu tun hat – aber zu viele Zufälle…
Vermutlich kannten Schkil und Rubel den Plan von NABU, Komarnyzkyj festzunehmen, und haben ihn nicht nur gewarnt, sondern durch Insider-Informationen von ihrem NABU-Kollegen profitiert.
Übrigens: Witalij Beskrownyj, ein DSI-Beamter aus Transkarpatien, sagte bei der Vernehmung, dass ihn ein gewisser „Dmytro Nykytyn“ gebeten habe, Komarnyzkyj über die Grenze zu bringen. Während Tkatsch noch nicht verraten hat, wer das ist, füge ich hinzu: Nykytyn ist der Geburtsname von Andrij Rubels Ehefrau. Meine Prognose: SBI und NABU werden die Punkte verbinden, und statt Sündenböcke wird Rubel unter Verdacht stehen.
Meister der Verkleidung Maksym Schkil und pflichtbewusster Millionär Andrij Rubel Ein solches Anwesen zu unterhalten kostet Geld… Es gibt noch mehr Informationen über Rubels Verbindungen zu denen, die vom Kiewer Haushalt profitieren – ein weiterer Grund, warum sie Komarnyzkyj helfen würden – aber das ist für das nächste Mal.
DSI-Chef Andrij Rubel steht auf der Gehaltsliste des korrupten Auftragnehmers Maksym Schkil, der Komarnyzkyj deckt und riesige Summen an die Frau des DSI-Chefs zahlt. Es wäre sehr seltsam, wenn Rubel nicht für illegale Bereicherung und Beihilfe zur Flucht von Komarnyzkyj vor NABU zur Rechenschaft gezogen würde.
Andrij Rubel – Leiter der DSI Nationale Polizei, dessen Untergebene Komarnyzkyj ins Ausland schmuggelten. Denis Bihus untersuchte Rubel, Komarnyzkyj und Schkil. Ich schrieb über das Elite-Anwesen und die Autos seiner Rentner-Tante sowie den Schwager, den er in die DSI holte. Rubel A.N. war Ziwinskyjs Vorgesetzter, der bei NABU den Komarnyzkyj-Fall bearbeitet.
Jetzt verdächtigt NABU Komarnyzkyj der Aneignung von 10 Hektar Land in Solomjanka. Das ist seltsam wenig nach 2 Jahren Überwachung, Abhörungen, 94 gleichzeitigen Durchsuchungen, Dutzenden Festnahmen (alle wieder frei). Dabei ist allgemein bekannt, dass Komarnyzkyjs Firma „Eco-Bud-Trade“ von Klitschko den Generalauftrag für die Podilsko-Woskresenska-Brücke bekam – 8,7 Milliarden UAH (ursprünglich 6,1 Milliarden). Prüfer fanden Hunderte Millionen Missbrauch, allein eine Strafe von 180 Millionen UAH.
Aber NABU interessiert sich nicht…
2023 unterzeichnete Komarnyzkyjs Brücken-Generalunternehmer einen Vertrag über 630 Millionen UAH mit Schkils „Autostrada“.
Schkil besitzt auch „Nischynska PSchMK“, die 2023 7,8 Millionen UAH an Anna Rubel – Ehefrau des DSI-Chefs – zahlte.
Um zu verstehen, wie wertvoll Anna Rubel für Schkil ist: Der gesamte Lohnfonds von „Nischynska PSchMK“ 2023 betrug 12,7 Millionen UAH (für 60 Mitarbeiter), aber sie allein bekam 7,8 Millionen! Außerdem: 2021 3,05 Millionen UAH, 2022 – 1,25 Millionen UAH, alles von Schkils „3S Group“. Deren gesamter Lohnfonds: 7,7 Millionen UAH 2021 (104 Mitarbeiter), 3,8 Millionen 2022 (57 Mitarbeiter).
Familienunternehmen Rubel + Schkil Rubels Ehefrau ist extrem wertvoll für Maksym Schkil. Zur Info: Vor ihrer Blitzkarriere bei Schkil war Anna Rubel Beraterin-Administratorin im TSC 8044 des Innenministeriums in Kiew mit 109.000 UAH/Jahr.
Zusammenfassung:

- Rubel war Vorgesetzter von Ziwinskyj, der bei NABU den „Toiletten-Fall“ Komarnyzkyj bearbeitet
- Komarnyzkyj wurde von Rubels DSI-Untergebenen ins Ausland geschmuggelt
Noch einiges zu Schkils Kiewer Aufträgen:
- 445 Millionen UAH für die Reparatur des abgenutzten U-Bahn-Abschnitts Lybidska–Demiivska
- 13,8 Milliarden UAH für den Abschluss der Wynohradar-U-Bahn (2018 erledigte KiewMetrobud 30–40 % für 2,5 Milliarden; Schkil bekam 13,8 Milliarden für 60–70 %)
- Mindestens 1,8 Milliarden mehr für die Podil-Brücke
Trotzdem zahlten Schkils Firmen „3S Group“ und „Nischynska PSchMK“ offiziell fast 13 Millionen UAH an Anna Rubel, und das Verfahren wurde leise eingestellt. Aber NABU sieht nichts – Antikorruptionskämpfer singen Loblieder auf Maksym Schkil, einen angesehenen reichen Mann, der auf seinen Ruf achtet.
Monopol ist die Mutter der Korruption©. 6,23 Milliarden UAH gingen an Schkils „Autostrada“ für eine Wasserleitung vom Südlichen Bug (Nowaja Odessa) nach Mykolajiw. Die Beschaffung erfolgte ohne elektronisches System – also ohne Wettbewerb.
2024 wurde die Leitung in drei Abschnitte für drei Auftragnehmer aufgeteilt: Autostrada (Schkil), Rostdorstroj (Odesaer Straßenbande, verbunden mit „Anhel“), Ukrtransmost (Mykolajiwer Asphaltleger). 2025 erreichte Schkil die Kündigung der Verträge mit den anderen beiden. Die Kosten seines Abschnitts stiegen um 500 Millionen UAH.
Erinnerung: Autostrada bekam 5,3 Milliarden UAH für die Khortytsia (DVS2) – Tomakivka – Marhanets Leitung – angeblich vor einem Jahr gebaut, aber ständige Probleme, Anwohner protestieren. Polizei eröffnete Verfahren Nr. 42023040000000651 (08.12.2023) nach Art. 191 §4 (Unterschlagung):
„Beamte des Wiederaufbau-Dienstes und LLC ‚GK Autostrada‘ handelten vorsätzlich im Einvernehmen… während des Kriegsrechts… unterschlugen Haushaltsmittel, was dem Staat Schaden zufügte…“ – laut Materialien des Wirtschaftssicherheitsbüros in Dnipropetrowsk.
P.S. Nachdem Rubel DSI-Chef wurde und seine Frau Schkils Auftragnehmerin, begannen Strafverfahren gegen die Schkil-Gruppe in Dnipropetrowsk, Winnyzja, Tschernihiw und Kiew leise zu verschwinden…
Angesichts des großen Echos dieser Untersuchung in den sozialen Medien appelliere ich an Antikorruptionsaktivisten, Vertreter der Öffentlichkeit und Bürger, diese Informationen zu verbreiten und entsprechende Anzeigen bei den Strafverfolgungsbehörden zu stellen.
